Plans, directs, coordinates, and manages the assistance and training to Ministry of National Guard counterparts on the operation, safety, security, and maintenance of Kingdom-Wide ranges.  Supervises a branch of trainers who are subject matter experts and coordinators.  Serves as the central point of contact for MNG Range Operations and Maintenance Section.  Assists MNG in the development and construction of new Ranges/Range Complexes and/or improvements of existing Ranges when directed.

A. Duties/responsibilities:

  1. Ensure the Sub-contractor provides quality personnel and timely work performance.
  2. Performs duties as a Range Manager for the TSD Commander and provides counsel and assistance for all matters pertaining to ranges, Combined Arms Collective Training Facility, and like facilities throughout the Kingdom. Plans, coordinates, supervises, and evaluates all maintenance operations and transition training.
  3. Provide recommendations to obtain MNG approval for range policies and procedures required to effectively manage all ranges throughout the entire Kingdom. Detailed knowledge of range maintenance, logistics, and operations, work force requirements, gunnery training and training devices, weapons and ammunition expertise, and range hardware/software applications.
  4. Provide technical analysis for all range-related modifications and upgrades. Properly monitors the modifications and upgrades from inception to conclusion, initiating corrective action(s) on performance as required.
  5. Supervises the MNG Range Operations & Maintenance Section comprised of Chief Supervisors, Senior Supervisors, and Senior Trainers with specialties in operations, computerized target operations, maintenance, logistics, safety, and security.
  6. Coordinates contract management among MNG, OPM, Contractor, and sub-contractor elements. Provides technical analysis for all range-related modifications and upgrades.
  7. Supervises all range related operations to include planning, safety, security, logistics, and maintenance as they apply to Kingdom Wide Ranges.
  8. Provide assistance to the Range Management Officer and Staff of all MNG Range Complexes in the conduct of studies pertaining to range improvement and future expansion.
  9. Responsible for the overall direction and supervision for the functions required to support all MNG Range Complexes.
  10. Provide assistance to MNG RFD on range utilization, to include Multi-use ranges, small arms ranges, and maneuver areas utilized by all units of the MNG.  Develops training programs to correct deficiencies.
  11. Performs other mission-related functions and duties as required.

B. Supervisory Responsibilities: Supervises all U.S. personnel, Interpreter/Translators, and all sub-contract workforce personnel within MNG ROMS, Kingdom-wide.


A. Education Level: Bachelor’s degree preferred; an equivalent combination of college level courses, military training and job site experience may be substituted. Graduate of Officer or Noncommissioned Officer Senior Leaders Course preferred.


B. Experience: A minimum of seven (7) years’ experience in field artillery, LAV/Bradley/tank gunnery, air defense artillery, or mortar gunnery is desirable.  Experienced in the construction of safety fans for direct and indirect fire weapons is desirable.  Former commissioned officer or senior noncommissioned officer (MSG, SGM) Master Gunner required. Senior level staff experience in training and combined arms operations.


C. Specific Knowledge, Skills, and Abilities Requirements: Knowledge of policies principles and procedures in the operation and maintenance of a firing range complex; detailed knowledge of capabilities of a variety of military weapons systems; detailed knowledge of all aspects of range safety; knowledge of supervisory principles and techniques; ability to communicate effectively both orally and in writing; ability to deal effectively with people. Must be computer literate and skilled in the use of Microsoft Office programs.
