  • Overview

    Coordinates with Office of the Program Manager (OPM) for identification and implementation of copyright requirements as they pertain to the Ministry of National Guard (MNG) Command and General Staff College (CGSC) and US and international Copyright Laws and procedures. Identifies, catalogs and maintains comprehensive lists of educational references, books, publications and multimedia under copyright protection. Coordinates with appropriate personnel and agencies, including the Central Copyright Center (CCC) in the US, to obtain copyright permissions. Maintains accurate accountability of copyright materials and documents.  Assists OPM with Reconciling copyright budget with expenditures and receipts, reports status and discrepancies, and takes appropriate corrective action to resolve issues and/or to request additional funds in order to meet MNG CGSC requirements.  Advises Branch Manager on all copyright matters and assists him with general support of branch.

    A. Duties/Responsibilities:  

    1. Develops practical familiarity with the US and applicable international copyright laws, to include Royal Decree No: M/41 (30 Aug 2003) in the Kingdom of Saudi Arabia, as they relate to CGSC Curriculum and Library.
    2. Assists OPM with annual copyright-related budget, ensuring proper record keeping and procedural adherence in accordance with procedures established by Vinnell Arabia (VA) Leader Development Branch (LDB) and/or OPM.
    3. Conducts periodic reconciliation of copyright requests and ensures accountability, i.e., that copyright requirements match requests and that purchased copyrights match copyrights received; reports status and discrepancies.
    4. Conducts copyright holder research.
    5. Negotiates with publishers to ensure reasonable fees, royalties, and permissions to include translation of material; tracks receipt of copyright permissions.
    6. Assesses courseware for copyright requirements.
    7. Evaluates copyrighted materials for “Fair Use” doctrine recommendations with respect to copyrighted materials.
    8. Advises the Branch Manager and Section Managers on all matters related to copyright law and procedures.
    9. Advises the Branch Manager on the eligibility of LDB-performed translation for copyright as original work.
    10. Works with the Library Advisor to ensure that all MNG CGSC library references, materials and training aids meet copyright requirements.
    11. Maintains accurate files of key copyright correspondence, permissions, licenses, documents, etc.
    12. Updates and maintains publications database.
    13. Identifies copyright issues and requirements and coordinates same with OPM and/or appropriate US and Saudi Arabian government and civilian personnel or agencies to resolve issues and meet requirements.
    14.  Establishes and implements quality assurance/control quality as it relates to copyright compliance, applicable laws, and regulations.
    15. Consults as necessary with the OPM advisors to help resolve budget and copyright issues.
    16. Responsible for knowledge management, data backup, and protection of copyright management documentation.
    17. Responsible for compliance with VA policies and standing operating procedures (SOPs).
    18. Responsible for contract compliance with respective paragraphs of the Performance Work Statement.
    19. Assists CDIAs and/or LDB Headquarters with the preparation and submission of deliverables and vault file hard copy and digital submissions; and with the LDB Knowledge Management Specialist ensures integration into knowledge management processes and databases, to include subsequent revisions.
    20. Performs other duties as required as they pertain to copyright issues, administration, and general support of the branch; assists with duties of the Operations Supervisor and performs those duties in his absence.

    B. Independence: Performs his duties under direct supervision of the Deputy Manager, LDB, and general supervision of the Branch Manager; follows established methods and procedures; reports exceptions/discrepancies to LDB, OPM, and/or supervisor as appropriate.


    C. Supervisory Responsibilities: None.


    A. Education Level: High School graduate or Technical School equivalent. Bachelors degree highly desired.


    B. Independence: Two years of experience working with copyright matters or related experience preferred; two years of experience as a legal clerk, librarian, or record-keeper; or two years managing a budget, tracking expenditures, and reporting and/or complying with periodic mandatory reports and audit requirements.  Five years proven technical expertise utilizing computer databases and/or automated tracking programs requiring procedural rigor while employed on this contract may be substituted for aforementioned requirements.


    C. Specific Knowledge, Skill, and Ability Requirements: Must have good written and verbal communication skills, to include the ability and proclivity to coordinate frequently by phone, fax, and e-mail.  Must demonstrate ability to maintain good rapport and mutual respect with fellow co-workers.  Must be proficient with MS Office suite of programs; MS Access database development skills are highly desired. Must possess a valid US driver’s license.
